Loss of registration certificate: request a duplicate
Issued by the National Agency for Secure Titles, the registration document can be duplicated in the event of loss. The owner of the vehicle or the person holding and holding a signed mandate can make a request. If the automobile is still for sale-rental, the lessor must inform the reseller as soon as possible so that he can initiate the replacement procedure.
In all cases, you must complete the procedure entirely online with the national secure titles agency. Here’s how to do it to obtain the duplicate:
- Complete the Cerfa form nº 13753 and have the CPI: this provisional registration certificate allows you to drive for a whole month, while waiting to receive the definitive replacement.
- Request a duplicate from ANTS: scans of proof of technical inspection and an identity document must be attached to the request.
A duplicate registration costs around fifteen euros if the car owner carries out the process himself. Indeed, it is possible to grant a mandate to a third party who will take care of the duplicate request. This saves time and administrative hassles. In any case, the time required to obtain the paper is 4 weeks. The document is delivered in a closed envelope by post.
Theft of the registration document: always make a declaration to the police station
If the holder of the registration document notices that the document is actually stolen, he must report the incident to the police station. The national gendarmerie can also receive his statement. The choice of law enforcement office depends solely on the declarant. An online pre-complaint is available to help draft the request. That said, the police can also indicate to the complainant the model to follow.
If the registration certificate has been stolen abroad, the local authorities may be informed. In any case, the theft declaration is essential for the duplicate request. In fact, the process remains the same as with a simple loss. You must always go to the digital platform of the National Agency for Secure Titles.
If he does not report the theft of his registration card to the authorities, the holder is exposed to the risk of theft. The document can be used for the sale of any other vehicle having the same make and model. Which implicates him in a case of forgery and use of forgery punishable by 7 years of imprisonment with a fine of €30,000. To this can be added the criminal charge of possible involvement in a stolen car receiving network.
In case of damage to the document
Published by the Imprimerie Nationale, the registration document has an unlimited validity period. That said, wear can take its toll on this support. The holder can then request a duplicate from the competent authorities. The procedure remains the same as for the loss of the document. You must make a request online on the ANTS website. Several official portals, including service-public.fr, also offer useful links.
It should be noted that the registration document must remain in good condition. If the authorities find otherwise, the holder is liable to a 4th class fine. A motorist caught with an almost illegible document may be fined €135. In the best case, it will be a verbalization. For the worst situation, the fine amounts to €750 with immobilization of the vehicle.
Driving a car without a registration certificate can be tolerated under certain conditions:
- The car is new, but the driver has an invoice, car insurance and a duly completed Cerfa 13750 form.
- The driver has an ICC, meaning that a replacement procedure is in progress.
Other good details to know about registration cards
It sometimes happens that registration cards considered lost are found. If a request has already been made to ANTS, it is impossible to cancel the current procedure. The applicant will receive the duplicate they wished to have. Obviously, he would have to pay the amount requested by the administration for the replacement. The document that has just been found by the police or the holder himself becomes invalid. It must be destroyed.
A general reform of the registration certificate was initiated in 2009. Holders of documents issued before this period should switch to the new version of the registration certificate. It contains significantly more information than the edition prior to April 2009. This offers various advantages, particularly in the event of resale of the car or its free circulation within the Schengen area. That said, the new title itself is not valid in a number of European Union member countries.
